I was just wondering if I am able to make a layout for a website and animate parts of it in flash?

Yes, of course. If you want an automated solution, try PSD2FLA, takes a layered PSD and turns it into a layered FLA file.
If you don't want to go that route, you'll have to save your layers out as separate graphics, and import them to the flash file library to animate. |
