First let me say I've looked up all manor of cartoon effects for Photoshop. I've consulted with 2 friends who are better than me, lol.
Sadly, I can't contact the original artist. A friend wants me to try my hand at this technique for his car photos.
I'm using CS3 - I'll take any and all suggestions for this. Oh, I even tried using the Topaz Simplify plug-in....no dice.
Basically my issue is getting the paint color to be "2D".

so what are you wanting? the picture of the real car to look like cartoon? the others look pretty much like toons so i'm not sure exactly what you want...course i aint the sharpest tool in the shed either...lol spell it out friend.
