I'm attempting to make some military style campaign ribbons for a browser game I play, called eRepublik. Only problem is, I can't seem to reproduce the texture to make them look "ribbon-ish." There used to be a PSD up on the games forums with the texture, but the link is dead and I can't find anyone that still has it. The description of the file is below -

Just made a series of black lines and blurred them slightly, then made it into a pattern. Then I used a pattern overlay layer style, outer glow and drop shadow.
I didn't take the time to make it perfect, but it should give you the idea.
