When I try to position the ends of the Measure Tool, I am not able to position them exactly. Rather than moving smoothly to wherever I want to position them, they move in approx 1 pixel jumps. If I enlarge the workspace to the maximum, so that I can see each pixel individually, the ends of the Measure Tool always jump to the middle of a 1 pixel square, and it is impossible to get them to align exactly to the pixel grid lines. I have "jump to" turned off and I can't work out what else to do. I'm sure that in the past I was able to position the measure tool exactly without this annoying jumping. Any suggestions/explanations?

I am using Photoshop 6.01, Windows XP Home SP2.
