Loss of functionality after install

I've got a problem. After I install Photoshop CS3 I lose the function to create a new BMP image under the "new" section when you right-click in a folder.
Does anyone know how to get this back? This happens every time I install the program and when I uninstall it, it's still gone, so I'm forced to use system restore. The function comes in handy a lot for me, so if someone can help me that would be greatly appreciated. If it helps, I'm using (the dreaded) Vista (Home Premium).
