I am trying to use photoshop cs6 to create an animation that has similar effects to the animated gif ive got on this page:

can anyone tell me the tools I need to use or point me to a tutorial that can teach me, I was trying to clean up the background and isolate just the coil and the electricity but someone said it would be easier to learn the lightning and electricity effects. not sure where to start.

I'm not really into making animations, but if I should make a 'still' of a coil and add lightnigh-effects i would look for a lightning stock-photo that has a black background.
That way you can set the blending mode to 'lighting' or 'screen' and the black/dark parts of the photo 'disappear', letting only the lightning remain.

But then again, I wouldn't know how to animate it. Using a lot of stocks perhaps?

Nice Tesla coil there I wish I hadone to zap my boss every now and then

As far as I know electric sparks are either white or light blue but here they are pink?!
