Layers palette won't let me drag layer to 'new layer' icon

this is how i usually duplicate a layer, by dragging and dropping to the new layer icon at the bottom of the palette. it is not letting me do that.

also, when i select a a single, or group of layers and move them around in the palette, i thought it used to move the layers around as you drag them, but now the only indicator is a dividing line that moves around in the layers palette.

i think i may have hit a key and changed a setting or something...
