Hey I'm new here obviously lol. I was wondering how do you take the camera phone effect on a picture. I've tried many times but it would come out really burnt looking or too bright and you can still see the little dots that the camera phone leaves. Anyone know how?

This pic is very poor quality, and outside of litteraly painting the entire thing, there's not much that can be done.
Here I adjusted levels, curves, brightness and contrast, then Anvil filter (this is a downloaded filter, and then finally diffuse glow.
Like I said, not much can be done..but here it is
