I am quite surprised this is not easy to do in photoshop. I have a map with a scale. I need to be able to draw a curve/path along the map so I can measure the real world length.

There is no way to do that in PS that I know about.

Print the image and use string and a scale ruler.

I beleive you can use the measure tool in Adobe Illustrator to measure cured paths.
