the nearest i got to it without alot of trouble is: desaturate/black & white. then go to: filter/artistic/poster edges. it is not exact, but close.

I have been trying to figure out how to make this effect as well (I'm a big fan of the game). If I get a spare moment in the next few days I'll see if I can come up with anything conclusive.
