I'm wondering how i would draw a cross hair that has a transparent background as well as transparent inside so all i see is the Black circle and the + sign in it. |

Easy way would be using the elliptical marquee tool, click then hold down alt+shift to create a perfect circle. Then right click and choose stroke. That will create hollow circles. |
