Hi, recently I took a picture using my camera, but today I saw the picture and it's some noisy - just like If I apllied it previously a gaussian blur effect, i guess that happens because my lens camera is dirty but I need to "clean" that picture, i want to take off that noise in my picture and so on the picture has a "clean" look, is there a way how to do that with Photoshop?, can you tell me the way? i currently using Phostoshop 7

Ouch!
It looks as if you've got quite a high amount of motion blur happening there. Small amounts of motion blur can usually be improved with the emboss filter inside PS7 or the Smart Sharpen filter inside CS2 or later. You could give it a go with this image but unfortunately you can't bring back pixels that the camera hasn't captured.
You're only option to get a sharp and clean version of the photograph is to reshoot it.

I did this by making a duplicate layer and changing the layer properties from normal to overlay, i then applied a high pass filter. its the best i could get it, but to be honest i think its a bit to far gone.
