I've tried a lot of ways to fix the attached photo but all have failed!
Is this photo fixable?

Amazing Seaco, so was the only way t fix it :
select the ladies
inverse the selection
paint the area in black?

Its not perfection but just an idea of what you can do using layers and other parts of the photo, also a little touch was a layer with a dark yellow spot over her hair and set to multiply blend mode to take off some of the glow.

also i didnt spend any time on the overall quality like contrast and what not which will also help
