I'm wanting to create some neon smoke, see my attachment for details, how would I do this in Photoshop CS3?

Do you have a better picture it is really small and it is hard to determine? What are you going to use this effect for?

no i don't have a better pic, I'm using it for a poster, its supposed to look like neon smoke or electric effect??
I just think it looks really cool, its going to be flowing around a photo of a car on a black background.
I've tried to create it but CMYK its very difficult, I've tried stroke paths with a brush and then using a motion blur but it just doesn't look the same as this example.
Any ideas most welcome.

If you mean the fading out above the lines, it could possibly be a blur, try something like a motion blur, or something else. Play around with the blurs!

can i just ask how you got the effect you already have, i have done simialr things but they dont have that effect if you gte me?

It is hard to tell with that image but it looks like something you can achieve through your layer effects menu. Maybe a combination between an inner shadow and inner glow then layered several times. it will take some trial and error.
