It is killing me, i've tried everything. layers, gaussian blurs, I just am lost on how to do this? Is it eye candy? Someone here knows and I am like indiana jones! I need the answer!!

I would try Filter > Artistic > Cutout. then play around with the sliders.

Pretty sure its made with topaz adjust. (3rd party filter) Google image search 'topaz adjust' for some other examples.
