I've been trying to find a tutorial or do it myself and am giving up. How do you do this metal look over a person, fish, etc?

It might be... Looks fairly similar. The thing that I noticed and liked about the fish was how it doesn't give up to much detail or texture. Everything have done has seemed to be flattened or filled in.

Maybe that filter with a few touch ups?

That first pic has a bit of reflection going on too.
