I was wondering if someone knows how to acheive something like this in cs3. is there a plugin or something to help create an image within stripes sort of like linear halftones.

I've never heard of one.
Create a new blank layer over the image and use the brush to hand paint the lines.
You can make your own multi line brush to get the uniform spacing.

It looks like a half-tone filter with a liquefy effect.
