Am I right in thinking that some kind of filter is used on this in PS ? Thank's guy's.

It looks like a slight cross process if anything to me. An average knowledge of channels will get you there.
It's often no use asking us to decipher an image, unless you have an image of similar properties that you want to use. In the above image just take 3 or 4 points from the shadows to the highlights and analyse the colour info in the palette so you can match them.
