Hey,
Open a new file with a white background.
Draw a white, rounded rectangle on the artboard, into a new layer.
Open the layer styles/blending options.
Under the top tab, Blending Options, put a check mark on "Layer Mask Hides Effects."
Click on the Outer Glow Tab.
Change the blending mode to normal and the color to black.
Mess around with the opacity, spread, and size sliders until it looks right.
Once you have your basic effect, you will need to hide the parts you don't want.
Instead of using the eraser tool, I like to use a non-destructive method for this.
Click on the button called, "Add Layer Mask" at the bottom of the Layers panel.
Choose a medium sized soft brush with a foreground color of black.
Use that like the eraser tool, and "paint" over anything you do not want.
(If you paint with a white brush, the image will come back)
After you get to that point, you can then crop/ slice the image to separate the different sections.
When you are saving images for the web, it is best to use the built in, "Save For Web & Devices..."
You want to have the lowest file size possible while still retaining the image quality.
Experiment with different settings. The save for web dialog box lets you change settings while showing you the output and file size.
