An old friend of mine created some stylized artwork from a video game a few years ago (attached). Recently I've come to need to create some similar stuff, but he's gone permanently AWOL and I can't figure out the kind of filters he's using here.

I reckon there's some Gaussian blur with film grain in there, but in particular what I can't figure out is the kind of pencil strokes effect along flat surfaces, such as seen on the wall behind the men in the picture.

Can anyone shed some light?
