I often use CTRL + ALT + SHIFT + MouseWheel to zoom out and in in photoshop, i discovered this hotkey by accident few days ago and every time i use it it disables all the other hotkeys such as CTRL + Z.
No, my Photoshop isn't a cracked version and the hotkeys DO work, they simply stop working after specifically using CTRL + ALT + SHIFT + MouseWheel.
Even though all the other hotkeys are apparently disabled, CTRL + ALT + SHIFT + MouseWheel still works.
Has anyone ever had this problem?

Wow it was my Win XP hotkey to change between keyboard layouts (CTRL+SHIFT), when it's using the Russian keyboard layout almost all hotkeys stopped working because of the new location of each letter.
Problem solved.
