This question has probably been asked a thousand times but i just want to know how to make like an image and text coming out of it or dat it looks like it from dat image.

Firstly, the man and the background are in 2 separate layer, in which you would act scan line effects to the background but not to the man. A good tutorial on scan lines can be found here:

As for the text, it is created using the effect called 'Pattern Overlay', as it is made up of glowing small squares. You can add a Vermilion tint to it to make it look nicer. Here's a comprehensive tutorial on pattern overlay:
