When you say you are trying to enlarge it, is that because you want to print it? Your image may already have enough pixels to print adequately.

Have a look under image>image size. This gives you information. Take note of the box which says "resample image". If you can leave this unticked then your image won't be resampled (which is where some quality issues can come in).

Also, the crop tool allows you to specify proportions (including resolution).

See how you go.

well depending on the original size you might get pixelation problems, (it get blurry or shaded).

would you mind posting the orignal image, then we could try to find the best solution.

hi,
I am assumming that 13x16 inches ...

there different ways to go about it and it would help to know what the original pixel resolutions and also the orginal ppi ....

now you make to big of a jump to enlarge you can easily get that pixalization that jacvio mentioned...

now normally if it a small increse then going to image size> plug in your values and in most cases select bicubic smoother does the trick...

however if it going to be a big increase... then suggest use the 10 per cent rule ... in most case this works fairly well ... and that is you increase the size in 10% increaments untill you reach the size you need...
