Hi there
Not as such but I do happen to know a work around, it's not perfect but it almost gets you there!
Drag the Photoshop window to about half the size of the screen and drag out all the elements (palettes, document window, tool box etc). Now drag Photoshop up until it's the smallest it can be at the top of the screen. Finally position the palettes etc to where you want them in front of your desktop.
If you like it you can save it as a custom workspace!
