it seems that i cant use the features on top of the page, like filter, layer, enhance.

i am using adobe photoshop elements 8

PS Version: CS3 & CS5
OS: Windows XP

Not really up on PSE8 but make sure you're set to (pull down menu) Image|Mode|RGB Color
