I AM TRYING TO GET THE LIGHTING EFFECTS IN THIS PIC IN PHOTOSHOP AND I CAN'T FIGURE OUT HOW TO DO THE STROKES OF LIGHT AROUND THIS PIC....THE GRADIENT AND ALL THANKS IF ANYONE KNOWS HOW |

for the colored streaks u will want to make a fairly skinny blob of color in the right shape and direction then use a motion blur in a like angle... the glow effect around the guy could be one of two ways i can think of
1. the guy is on his own layer( ie render or cutout w/ pen tool) so you could use a layer style --> outer glow
2. the more unlikely choice would be to make a layer underneath the guy use a circular gradient going from white to foreground then draw underneath him ... i would use option 1 if at all possible
