Ok, I hope this in the right spot,

so I'm in a video production class for my school and we have a segment on the video news that goes on every week and we want to add in overlays like hazy(clouds) and a different one that's blurred for our title sequence. I've done the clouds, but I can't figure out how to get one layer that I blur to blur the layer below it. This is imperative that we have a layer that's blurry that we can just drop right on top of the whole video.
Any suggestions or tips?
