Hi all... I'm looking for help making a background for my website that looks like paper, with some designs inside of it... Here is a picture of something like I'm working for...

Anyone able to help, I just cant get it looking right at all...

there are several options for this. you can find all kinds of background images on the web. i google just about everything i am looking for. but, photoshop also has some texture presets that might be close to what you are looking for. but again, you can pretty much right click anything on the web and save as an image file on your harddrive and then use it in photoshop as a background image. this also goes for designs with-in your background.
