Hey onthebrinc,
The 20kb file size your seeing in the 'new image' dialogue box represents the uncompressed size of the image, so don't worry too much about it.
Create the graphic in the same way as you're doing now, then when you're ready to output go to file>save for web. Now you can optimise the graphic by saving it as a GIF or JPEG. With a 60 x 60px icon you're probably best trying a GIF, starting with a large colour table and then working your way down to as few colours as you can get away with. The less colours you have in the colour table, the smaller the file size.
