Hello and welcome to the forums manuzark. As far as I can tell it's a half-tone. In Photoshop go to Filter>Sketch>Half-tone Pattern.

You could also go to Image>Grey-scale and then Image>Bitmap and add a half-tone pattern there, the result may be rough but by some adjustments to the image before half-toning a decent image could be produced.
