It looks more like a 3D program to me, I could be wrong, but it doesn't feel Photoshop.
Having said that, all things no doubt are achievable in Photoshop, but there is no specific tutorial on that logo, that I know of.
I would trawl your favourite search engine for terms like 'Best 3D text tutorials, Photoshop' and the like.
If you want links I'm sure that some folk here must know some.

It doesn’t look like Photoshop to me either. I would follow Thehermit’s advice and do some searching for tutorials. On a side note, is that face supposed to be super creepy? Because it is lol.
