Weird Lines on page

Hey, recently I have been having a problem with Photoshop:

Several times when I apply any effect or use a tool, strange, vertical, dashed lines appear on the page and surround the part the of image I am working on and the color varies by the color of the image. Usually they go away if I redo the step but as you can imagine, this turns a 5 minute project into a 15 minute one. Sometimes the lines also go away by themselves after a while of not dealing with Photoshop but sometimes they dont. And it gets very annoying to have unwanted lines on your image as you can imagine.

Any clues as to whats going wrong and what I can do about it?
