Hi Flavius and welcome to the forum. It's an interesting question and I'm not sure that I have a satisfactory answer to it. As far as I know there is no definitive answer, when zoomed in, I think you have to pan out to make size transformations. I have noticed the same issue on occasions myself and have found no answer per se.
Photoshop preferences (General) allows you to resize the window when zoomed, although I have never had the option checked myself so don't really know the results.
Sorry to not really answer your question, but it has got me intrigued if there is a 'fix' for this behaviour, I will do some digging and let you know if I find anything helpful. Hopefully someone else might be able to shed some light.

Not sure if this is exactly what you are looking for, but if you hit free transform (ctrl-T), you'll see some controls at the top. You can use scrubby zoom on the W(idth) and H(eight). Click on the chain to keep them linked in proportion.
First though, you should select the layer that you want, choose the move tool (V) then right click in the document window. Choose from the list of layers which comes up.
