I just got PS CS3, but every time I've use the text tool, it shows up way too big.
So on a 150 x 150 pixel background at 100% zoom, the text (12 pt Times New Roman) looks like:

Did you check your Resolution? I think for Screen viewing 72 Resolution is good, anything above that its good for printing.
But I might be wrong if that's the issue.
