First, create an image - any size that you want. Make sure the background is colored white. Next, create a new layer filled with a color of your choice (I used red). After that, go crazy with liquify.
Next, use polar coordinates until you no longer see a line down the middle.
Next, use filter/sketch/chrome about 3 times. Then use plastic wrap at 11, 5, 6; hue/saturation (CTRL+U) and colorize. I suggest using them at 215, 15, 0. After that, duplicate the layer and set it to overlay.
