I am out of ideas. All I can think of is that somehow a file in the Photoshop directory has been changed to read only or something silly like that.

Okay I've done that. It changed the settings when creating new files, but everything else with the brushes and the "open recent" tab are still messed up. Thank you though!

First thing I would try is holding down Alt, Ctrl, and Shift when you start up Photoshop to reset all the settings to their defaults.
