I would start with the basics of re-installing the drivers for my Wacom and resetting all brushes as jerryb has intimated, certainly trashing the preference file for PS.

Are you using a graphics tablet or a mouse?

I am happily using a Wacom tablet.

By the way, this annoyance also happens when I use the Eraser tool. I move the eraser over the same area/line twic ...

Let's say I'm sketching with the Brush tool, using it like I would sketch with a pencil, meaning that I'm going over the same line a few times trying to get the right shape.
