Hello PhotoshopForums!

Recently this has been happening to me in CS5 Extended: I am working in a video layer, and intend to copy and paste a piece of a drawing from one frame to the next frame. Sometimes it works, pastes back into the video layer with no issues, other times it doesn't paste it into the video layer, but creates a new regular (non-video) layer with that piece in it. I thought I may have been on the wrong layer or had the wrong piece selected, but I have not found a reason or solution to this issue. I need it to be pasted back into that video layer ultimately for the final output of the video/targa sequence itself, since merging layers with video layers seems to flatten the whole file into one still image or frame.
Is this just a glitch in CS5 of which I need to be aware?
