If you have a regular image is it possible to outline it and how?

First make sure the image is in RGB mode. Go to image | mode and select RGB.

Secondly ctrl-alt-double-click the background layer. The keyboard buttons used here will be different on a mac. if the image mode is on indexed colour, this step will not work.

right-click on the layer that you just unlocked and go to bledning options

at the botom left, click stroke.

Set the stroke position to inside and adjust stuff til it looks good.
