I have a unique problem that so far no one has been able to figure out (including myself)

If I have multiple photoshop windows open (not tabbed, but separate document files open in different windows) and go into my layer toolbar and option-click to link layers it takes me to the next open window documents layer toolbar.

I have tried:
Restarting photoshop
Restarting my mac
Resetting my workspace to default
Updating my Photoshop CC to the most current version
I have checked my quick-keys for both Photoshop & Mac to make sure I haven't accidentally turned anything on/off.
