In this siggy ,

how did the person change the colour of the background ?
the background became rainbow-ish !

and the border of the siggyis quite white-ish . how do you do that ?

Hi undone,

I myself am new here so bear with me if what I am saying is superfluous but thought i'd do a couple of suggestions.

I assume the sig was created in photoshop and the background is on a separate layer. The rainbow can be created using the layer style 'gradient overlay' selecting the rainbow gradient and playing a little with the controls.

The white line can be created using the layer style 'stroke' which outlines an image inside a layer, of course the image of the character will have to be 'cut-out' otherwise a stroke will be placed around the square of the image.

Hope this helps.
