I found this mate its realy easy to Big Wink
Big thanks to jaMRag for this

Ok we will use this Piccy !!

http://jamad.org/eye/pandacar.jpg

Use the rectangular Marquee tool to create a border inner selection

http://www.filtergfx.com/staff/uploads/jamrag/tutorials/simpleborder/marquee.jpg

Then invert your selection to create a border shape

http://www.filtergfx.com/staff/uploads/jamrag/tutorials/simpleborder/invertsel.jpg

Then do this
CTRL+C TO COPY
CTRL+V TO PASTE

As you can now see there are no selection lines & you have a new layer!
Highlight the new layer in the layers window to the right of the pic as i've done below
Next
Layer ---- Layer Style - Bevel & Emboss as below
http://www.filtergfx.com/staff/uploads/jamrag/tutorials/simpleborder/bevelnboss.jpg
Heres the fun bit - move depth size and soften bars till u are happy and untick 'use global light' and move the angle marker if (you like!

http://www.filtergfx.com/staff/uploads/jamrag/tutorials/simpleborder/bevel.jpg

To create a different border effect you can change the contour here - as you can see
http://www.filtergfx.com/staff/uploads/jamrag/tutorials/simpleborder/contour.jpg

For extra effects ( & good news folks this applys to any layer you ever make!!!! Big Grin ) still in the layer style window change the blend mode - the first option in the styles list you see here - you see ive picked linear burn as its works with the background nicely - this effect is layer interactive - ie - it interacts with the layer underneath it (IMG:style_emoticons/ipb/smile.gif) as you see Below
