Grab you elliptical selection tool and draw a selection as the one in your example pic. Create a new layer, Shift+F5, fill it with white, but with around 10-25% opacity. Enjoy!

And here I was thinking doing a layer merge after creating the lighter section manually. Must of had a brain fart |

I am new in Photoshop and know little bit about it so i don't know to do this but i am also interested to know about it. I think creating this picture will be a good experience for me. |

what i would suggest is go to Dafont.com they have alot of selections of fonts and then view alot of videos like this one is called an forum signature or banner watch on youtube tutorials man they really improve your artistic ability |
