What you're referring too is called an Lens Flare. One can manufacter them by selecting a layer WITH content already on it, then Filer > Render > Lens Flare.
However, because it is destructive to the layer it's on I'd suggest doing this:
First create a new 50% gray layer (Edit > Fill > 50% Gray). Then place that layer on either Overlay or Soft Light. Because it's 50% gray the layer disappears from view. Now one is able to render a lens flare on the 50% gray layer allowing them to be completely nondestructive to the layer below. |
