I like the pattern effect on this site of the dots in the blue banner. I tried to do my own version but it didn't come out right.
I'm guessing that for starters you create a 1x1 pixel both black and white, put them together, and reduce the transparency.
Am I close?

you take that basic blue white concept and define it as a pattern, or change the blue color to whatever color it needs to be and do that. Then over your image, create a new layer and fill it without your pattern, and adjust the opacity as needed.
