All you gotta do is this:
Start a new image.
When you are in the new image screen
(where you can choose the sizes.. look at the bottom you'll see a frameset and the legend says "Contents"
Choose Transparent.
When the new image opens the background will be transparent.
Then you type your text, and save it as web. and your all set.
ALSO:
If you have that file saved as a .PSD file. Just open it up. Look at your layers. And delete the background layer. If you have at least 1 layer than you can delete the background layer, and it will also be transparent.
(you do this by rightclicking it, and go to delete.

^^what he said.
unless u honestly meant 'translucent', which is a substance thats see-thru, but not clear. (like wax paper)
