Brightness issue when saving a BMP to other format

I have a BMP file that I got from Internet. When I saved the BMP file to another format (JPG, TIFF, etc, and even BMP itself) using photoshop 7, the brightness of the new saved image was increased. So in short say, the new saved image was more brighter than the original BMP image. I tried with MS Paint and it produced same result too.

But when I saved the BMP file to other format using AcdSee 3, there was no brightness issue. So it means the brightness of the two images are same.

I hope someone can explain this issue.

Note: I'm using photoshop 7 in Windows and I'm using AcdSee 3 for viewing my images.
