Yeah, I am a newbie, so I am not sure if this fits in this thread -- but, I am thinking of upgrading PS. What's the best version to buy? The newest? I am new at all of this, so yeah it's safe to say I am completely lost!

CS6 is the best version. It has some advanced designing features than the older Photoshop versions. |

Creative Cloud is the way Adobe want you to purchase PS for the future, it's a subscription based model, it offers a few features not found in it's offline software.
Do the research and find out which version will suit your needs best.
