Its been awhile since i've used photoshop... using Photoshop CS2. I have an image i'm creating and I want to be able to bring Layer 1 through layer 2 in certain sections. What tool and steps do I need to take in order to pull layer 1 through layer 2. I've tried the burn tool but it didn't work.

He's right. Use the Eraser tool and set Opacity to a low value.

Change the opacity of the layer. The advantage of it is that you can adjust it at any time and it doesn't damage the layer. If you only have one particular area of the top image in mind that needs to shine through, then just add a mask.
