Hi all, newibe here. Wondering about the lock on background layer, the manual says the background layer will be partially locked unless it is transparent. Probably a good reason for this, can someone enlighten me?

The background layer is locked by default. Hold the alt key and double click the BG layer, it will change to a regular layer. Then you can do anything you wish to it.
